Layers are assets someone already made
Inside most PSDs is a small asset library: the product shot with a clipping path, the logo on its own layer, the background texture, the badge. When all you need is one of those pieces (for a presentation, a web page, a new design) opening Photoshop to export a single layer is the long way around.

When you need the whole design
Layer extraction answers “give me that one piece.” For the complete composition (editable, with text) the same parser powers the PSD to PNG, PDF, and JSON converters, which open the file in a live editor before export.
